Being "cold", even if Cold Fusion were made electrically efficient, we do not have means to harness its power. All of our electricity, bar some natural forms, require gravity, liquid, and coolant along with a fuel. If we were able to charge molecules with electrons from a reaction then break apart those molecules at a later time, that could be a form of harnessing power.
Note: Look into solar power and generators.
